The Compensatory System

In 2005, for the first time in 10 years, the league did not award the Packers a compensatory draft selection. Still, since the first compensatories were awarded in 1994, only the Ravens (29), Cowboys (26), Eagles (25) and Rams (25) have received more than the Packers (24), including Green Bay's choice in 2008, G Josh Sutton.

Under terms of the NFL Collective Bargaining Agreement, a team losing more or better compensatory free agents than it acquires in a year is eligible to receive compensatory draft picks.

The number of picks a team receives equals the net loss of compensatory free agents up to a maximum of four. The 32 compensatory choices announced every March supplement the original choices in the seven rounds of the NFL Draft. Compensatory free agents are determined by a formula based on salary, playing time and postseason honors. The formula was developed by the NFL Management Council. Not every free agent lost or signed by a club is covered by this formula.

Teams are no longer allowed to trade compensatories, although they were during the early years of the system. Because of that clause, the Packers acquired two compensatory choices in 1994 from San Francisco. In other words, Green Bay has actually drafted 26 compensatory players, but the league only has awarded the team 24.
