posted 04/09/99 WHAT: 64th Annual National Football League Player Selection Meeting. WHERE: The Theater at Madison Square Garden, between 31st and 33rd Streets in New York City. WHEN:11:00 am CDT, Saturday, April 17, 1999 (Rounds 1-3) and 10:00 am CDT, Sunday, April 18, 1999 (Rounds 4-7). The first three rounds will conclude on Saturday by approximately 9:00 pm CDT. In 1998, the first round consumed four hours and 39 minutes; the second, two hours and 34 minutes; and the third, one hour and 19 minutes. The draft will resume on Sunday at 10:00 am CDT for the final four rounds, ending at approximately 4:00 pm CDT. DRAFTING: Representatives of the 31 NFL clubs by telephone communication with their general managers, coaches and scouts. ROUNDS: Seven Rounds « Rounds 1 through 3 on Saturday, April 17, and Rounds 4 through 7 on Sunday, April 18. There will be 253 selections, including 31 compensatory choices that have been awarded to 18 teams which suffered a net loss of certain quality unrestricted free agents last year. The following compensatory choices will supplement the 222 regular choices in the seven rounds « ROUND 3: Green Bay, 33; Pittsburgh, 34. ROUND 4: Philadelphia, 33; Baltimore, 34; Philadelphia, 35; Green Bay, 36; Dallas, 37; Green Bay, 38. ROUND 5: Pittsburgh, 33; Denver, 34; Arizona, 35; Minnesota, 36. ROUND 6: Arizona, 33; Green Bay, 34; Denver, 35; NY Giants, 36; Arizona, 37. ROUND 7: Arizona, 33; Tampa Bay, 34; New England, 35; Jacksonville, 36; Dallas, 37; Miami, 38; Cincinnati, 39; Jacksonville, 40; Atlanta, 41; Buffalo, 42; Cincinnati, 43; Indianapolis, 44; Philadelphia, 45; St. Louis, 46. Three teams will have two selections each in the first round « Arizona (Nos. 8 and 21), Minnesota (11 and 29) and New England (20 and 28). Carolina, the New York Jets and San Diego do not have first-round picks. The expansion Cleveland Browns have 13 selections in the draft « the first choices in rounds 1 through 3 and 6 and 7, and one supplemental choice in each of rounds 2 through 7, including two in round 7. The Browns traded the first picks in rounds 4 and 5 to San Francisco (for quarterback Ty Detmer) and received the 49ers† choice (29th) in round 4. TIME LIMITS:Round 1, 15 minutes each team; Round 2, 10 minutes each team; Rounds 3 through 7, five minutes each team. TELEVISION:ESPN will televise the draft on Saturday from 11:00 am CDT to 6:00 pm CDT. ESPN2 will televise the rest of the draft on Saturday from 6:00 pm CDT to its conclusion.
