Kevin Manara, who has more than 20 years of experience in professional sports, is in his first year as the organization's general counsel. Manara was named to the position on March 28, 2025.

Manara (pronounced muh-NAIR-uh) directs the organization's legal affairs, leading the legal team and advising internal departments, and he represents the Packers at the NFL level on legal matters.
Prior to his time with the Packers, Manara worked as the general counsel for the Arizona Cardinals since 2023 and previously served as senior vice president and general counsel of the Las Vegas Raiders. In those roles, Manara provided legal advice and strategic guidance to ownership, executives and the football staff. His responsibilities included day-to-day legal matters involving litigation, employment, football operations and corporate matters.
Prior to his work with teams, Manara worked for the NFL from 2008-21, most recently as vice president of labor relations and policy. He represented the NFL Management Council, the league and clubs in administering and enforcing the NFL Collective Bargaining Agreement, including in arbitration proceedings and litigation. Manara was part of the NFL's bargaining team during the 2011 and 2020 CBA negotiations with the NFL Players Association. Some of his other responsibilities included administration and enforcement of the NFL Policy and Program for Substances of Abuse and Policy on Performance-Enhancing Substances as well as the CBA for game officials. Manara also advised the NFL Football Operations department regarding policies, procedures and other legal issues and enforced the NFL Personal Conduct Policy and the Commissioner's authority for the integrity of the game. During his time with the NFL, he also served on the Board of Governors for the Partnership for Clean Competition, a nonprofit working to protect the integrity of sport and public health by engaging and supporting the world's top scientists and innovators in high-quality anti-doping research and development.
Before joining the NFL, Manara was an associate in the labor and employment department at Proskauer and he also worked in licensing and marketing for the National Basketball Association.
A native of New Jersey, Manara earned his bachelor's degree in international relations from Johns Hopkins University, where he played football, and his law degree with honors from New York Law School. He and his wife, Kathy, have three children: Kate, 20, Jack, 19, and Ryan, 15.
