GREEN BAY – San Francisco has listed tight end George Kittle, and receivers Emmanuel Sanders (ribs) and Deebo Samuel (shoulder) as questionable for Sunday night's game against the Packers.

The 49ers also have ruled out left tackle Joe Staley (finger) and defensive lineman Dee Ford (quadriceps/hamstring). Running back Matt Breida and kicker Robbie Gould (right quadriceps) are doubtful.

Kittle has missed two games with knee and ankle injuries he suffered against Arizona on Oct. 31, but was back at practice Thursday. Samuel and Sanders also returned Thursday in a limited capacity after sitting out Wednesday.

Packers defensive coordinator Mike Pettine told reporters on Thursday evening the team is preparing with the mindset Kittle, Sanders, Samuel and Breida will all play on Sunday night.

"You just have to make the assumption they're playing, and if they're not, then you deal with it," Pettine said. "That's just how you have to handle it. If you try to rule a guy out yourself, and then you're kind of playing that game all week, wasting time and energy worrying about it. You just wait to see how it's going to play out."

Meanwhile, the Packers have listed tight end Robert Tonyan (hip) and fullback Danny Vitale (knee) as questionable.

Tonyan has missed the last five games but is optimistic about his chances after practicing in full this week. He appeared close to a return before the bye week but was unable to clear that final hurdle to get back on the field. With the extra week of rest, the second-year tight end finally feels like the injury is behind him.

"Oh yeah, a lot better mentally and physically," said Tonyan this week. "I'm just ready to play football finally."

Green Bay also ruled out first-year guard Cole Madison after the former fifth-round pick suffered a "significant" knee injury in practice Thursday, according to Head Coach Matt LaFleur.

Madison sat out his rookie season to focus on his mental health, but returned to the team in April. He made the team coming out of training camp and was a healthy scratch through the first 10 games.

"My heart breaks for him, man," LaFleur said. "Because he comes to work every day. He works hard and he's getting better, and it's just one of those bad injuries."

The Packers also removed 12 players from the injury report who are expected to play: receivers Davante Adams (toe) and Jake Kumerow (finger), tight ends Jimmy Graham (veteran rest) and Marcedes Lewis (veteran rest), right tackle Bryan Bulaga (veteran rest), linebackers Preston Smith (hand), Blake Martinez (hand), Oren Burks (chest), Ty Summers (concussion), cornerbacks Tramon Williams (veteran rest), Tremon Smith (concussion), and safety Will Redmond (shoulder).
